La iniciativa, impulsada por el legislador <strong>Emmanuel Ferrario<\/strong> (VF), se basa en tres ejes centrales: un sistema masivo de castraciones, una plataforma \u00fanica para animales perdidos y un programa de apoyo a rescatistas.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Objetivo principal: 300.000 castraciones anuales<\/mark><\/strong><\/h3>\n\n\n\n<p>El coraz\u00f3n de la ley es el control poblacional y la salud p\u00fablica.
